Can I edit the registers of a Fanuc robot offline?

You can, but you would need one of two possible offline software packages from Fanuc: 1) WinOLPC (offline programming software) 2) RoboGuide (simulation/modeling software)

WinOLPC is much cheaper (~$1500) as opposed to RoboGuide (~$10000). Unfortunately without either of these packages there isn't much you can do. You can however, get a 30 day trial license of these.
